Is what he orders countable? If so, does he order more than 10? more than 100? more than 1000?
Does he use the ordered items himself? give them away? resell them?

Relevant which country they are in?
Is the foreign flag a US flag?
Colours of the flag relevant? If so, could she have bought a flag with identical colours, but a different order (e.g. a Belgian flag instead of a German flag)? identical colours, but a different pattern (e.g. a French flag instead of an American flag)?

Do Ray and Courtney know each other? Are they neighbours?
Does Courtney ever see whatever Ray has ordered? Does Ray ever see the flag?

Did he order mugs of a particular country, and she sent them wrapped in a flag of that country? Did the mugs and flags match up in some other way?

Are the flag colors opposite the mugs on the color wheel, or otherwise interesting in an aesthetic sense? Or is there irony involved?

Is the layout of the package relevant? For example, are the mugs placed in the box so as to resemble a flag or national symbol when seen from outside the box? (Say, lots of white ones with red ones in the center for Japan, and a Chinese or American flag was the counterpoint)

Courtney needed a Spanish flag in order to fulfill this order, yet she didn't include the flag in any way with the order (in other words, when Ray received the mugs from Courtney/her company, he did not also receive the flag)? The flag needed to be a Spanish flag, but not because of the color? and the flag was not in any way "consumed" in the process, such that Courtney could re-use the same exact flag (i.e. not a DIFFERENT Spanish flag) in the same way for subsequent orders (in other words, it wasn't given away, sold, otherwise transferred to a new owner, turned into something that is NOT a flag, etc.)?

Now having cleared those up:
Does Courtney make the mugs as an individual craftsperson/artist? or does she work for a manufacturing company that makes them? If one of these, is the Spanish flag somehow involved in the making of the mugs? for example, is part of the pattern on the flag traced onto a piece of clay to create the shape of part of the mug?

Is there some characteristic of Ray (e.g. his nationality, what type of shop he has, etc.) that is important for why it must be a Spanish flag? or would she use a Spanish flag when fulfilling an order of mugs for anyone else as well? If not, would she for other orders use a different nationality of flag for the same purpose? or an object that isn't a flag at all?

Is the FA that he ordered them from Courtney, when in fact he ordered them from someone else, and she is involved more indirectly? If so, is she a delivery person?

And Ray sells the mugs online, but the people who buy them wouldn't be considered "customers"? Is this because people receive the mugs in the process of doing something else, rather than just seeking to obtain mugs? To clarify, just as an example, maybe they donate money to some kind of cause, and then receive a mug as a kind of thank you.

So, from what I'm piecing together from the previous answers, the flag is there to riff off the 'Spain' typo, which forms a part of the slogan on the mug. And the funniest permutation I could come up with was 'The King of Spin -> The King of Spain'. Is it something along these lines?

When English cricketer Ashley Giles (our "Ray" -- note that "rey" is Spanish for "king") had mugs printed for his testimonial year bearing the title "King of Spin," they instead came back emblazoned "King of Spain." Giles embraced the nickname and had more mugs printed with a picture of Juan Carlos I on the other side, and his fans (of whom the fictional Courtney is one) started chanting "Viva España" and waving flags at his matches.

(I have another puzzle up; my plan is NOT to take another eight months for 50 comments.)
