2nd is 1st, 6th is 8th, but 4 is 4.
And you can't see the forest for the trees.
What am I blathering on about?

I assume that it's significant that the 4s are both just "4", and not "4th" like the other numbers?

Are there two different rankings? so in one ranking something is 2nd and in the other ranking the same thing is 1st?
Would the puzzle statement still be true if I write "second" instead of "2nd", "sixth" instead of "6th", "fourth" instead of "4th"?
Does the puzzle statement work only in English?

Are there two different rankings? Yope. so in one ranking something is 2nd and in the other ranking the same thing is 1st? There is only one actual 'ranking.' What does it rank is the question.
Would the puzzle statement still be true if I write "second" instead of "2nd", "sixth" instead of "6th", "fourth" instead of "4th"? Yes. In fact, it would usually be written that way.
Does the puzzle statement work only in English? It is true in an English-speaking country. Don't know about other languages.

Are they streets in some city? (by the way, I just noticed yesterday that "Klondike" is misspelled in the username of this puzzle's author--all the previous times I read it, my brain must have "corrected" it for me)

Are they streets in some city? Umm- yope (by the way, I just noticed yesterday that "Klondike" is misspelled in the username of this puzzle's author--all the previous times I read it, my brain must have "corrected" it for me) Oops - My finger slipped in typing the heading for this puzzle. I think I am still officially 'klondike mary' on the board. I must have self-corrected mentally, but my fingers didn't realize it.

Is a specific definition of "road" or "street" relevant? No, just the common-speech definition. Are they highways? Trails? No. They are thoroughfares in urban areas,, no matter how small, and even if they are called 'avenues,' or something similar.
All that needs to be discovered is the scope of the puzzle.

Is there a "2nd Street" which actually is the first street in a sequence? DOYD 'sequence'if so: was it in the second place at some point in the past? in the past but still current

Is 2nd street the most common street name, making it 1st? And 6th street is in 8th place, while 4th place is in 4th?

That's a good guess, Doriana! I could imagine that the street otherwise known as 1st is quite commonly given a different name, like Main or Center, whereas in cities with numbered streets, 2nd would always be called 2nd. That of course would raise the question what the other names are in between in commonality that aren't the corresponding sequential numbers. 1st itself would have to be in there somewhere, and probably at least one of the common alternative names for 1st as well.

Both correct. This is true for the US, anyway, where the order is: 2nd, 3rd, 1st, 4th, Park 5th, Main, 6th, Oak, 7th. As biograd says, frequently what would normally be 1st goes by Main, or Center, or, as in my home town, Commercial. Tree names are popular, but vary with climate. Some type of oak grows most everywhere, tho
