A chef makes a routine order for food for his kitchen from his regular supplier. They come through with exactly what he asked for, but he is very unhappy. Why?

Routine: Does he order the same thing he normally does? In the same way he normally does? With the same words/spelling he normally does (assuming words are involved)? To the same person he normally does?
Is what he receives this time different than what he normally receives?
Is he unhappy with: the product he receives? The amount of product? The way it is packaged or shipped? When it is received?

Is the supplier's intention to make him unhappy? Has something changed at the supplier? Is the supplier doing this to make a point? Force a change? Be an ass? Accidentally?

Is he unhappy with the quality? with the quantity? with the origin of food? with some way of how it was handled or processed?
Is it one specific food item? meat? fish? vegetables? fruit? grain? spices? herbs? milk & dairy products? chocolate? candy? drink? baked items? basic stuff like: sugar, salt, flour?
Did the person at the supplier who handles the order change?
Did the chef have some silent agreement with the supplier, like: if I order ..., I want it ...?

Dod he make a typo? Was something garbled in transmission? Did he get the wrong type of fish? Fish prepared (or not prepared) or preserved the wrong way? Could the supplier have known that there was an error?

Was it exactly one species of fish he ordered? a whole fish? or parts of a fish? (like shark fins)

Did he want the fish "untouched", and so it didn't go through an expected cleaning or inspection step? Edit: did he want it fresh, and got live fish?

Was the fish frozen? fresh? chilled?
Was it a fish that usually is rather big when caught? like a tuna?
Was it a predator fish? did it have another fish in its stomach?
Was it a halibut? (just in case)

Was a step that is normally performed between the fish swimming happily around and being delivered dead to the chef not performed? Was an extra step performed? Did he pay per weight? Per number of fish? Per some other criteria? Relevant? Relevant what food he was making from the fish?

Per number of fish? no! Per some other criteria? no Relevant? very Relevant what food he was making from the fish? somewhat - he would want to make a variety of dishes using a variety of cuts

Was he given the weight requested, but rather than in whole fish, he was given that weight as many of the same useless part (or several different useful parts) of many fish? Like for example, ten pounds of fish tails, or ten pounds of fish skin, or something of that nature.

Did he order the fish by quantity? (i.e. five big halibuts)
or by pounds?
Did he get two small halibuts instead of one big one? which means he had a larger portion of the fish to be thrown away (bones, head, tail)?
