Yes. Sundowner64
Is the stick actually a chew stick?
Yes. Did George mention that he "gives the dog the stick"?
This idea, just not in those words. or when the dog does not like the carrot, he will get the stick?
Not exactly, though this could be true. JenBurdoo1
Is the carrot tied to a stick so that it can be dangled before the dog, or tossed and drawn back? (Huh, I could use this idiom when playing with my cats)
No/irr, but that would make a good toy for dogs and cats.

Is the dog in the habit of chewing the stick?
Irr. Might this cause his mouth to bleed, or other negative effect?
Irr. Is the carrot substituted for the stick?
Not necessarily. Does the dog fetch the stick, then George switches out the stick for the carrot, i.e. as a reward for fetching the stick? Presumably George wouldn't throw the carrot, because the dog would simply chew the carrot up rather than returning it? Training relevant? (Soz if these have been asked before)
No/irr to rest.
