Was the ledge on the top floor of the building? (as opposed to the ledge of a basement window)

Was the ledge on the top floor of the building? yes (or at least one some distance from street level) (as opposed to the ledge of a basement window)

He was a firefighter who had been tasked with forcibly moving suicidal people down from their ledges, thus neutralising the threat in the moment.
