Cold feet: physically cold? Or cold feet in the idiomatic sense? Same q for hungry, presently-crying, and soon-crying.
Is the present crying caused by: pain? Sadness? Anger? Gas/vapor? Other substance? Onions? Same q's for soon-crying.

Will he be crying more due to: general worsening of his situation? a new event? actions caused by someone else?

Is he traveling? For example, going for a walk with his parents? And is just tired? If someone picked him up and carried him, or put him in a stroller, would the problem be ameliorated?
Is his precise age relevant? If so, is he infant/toddler/preschool/elementary/middle/high schooler?
Is the weather relevant? What he's wearing?

Is this early or late in the day? When he started queuing, was he at his optimum height to qualify for the ride, but by the time his turn came, he had shrunk a few mm and was now too short for the ride's safety standards? Some variation on this idea?

The parents put ice cream bars in the child's shoes so that he would be over the height cutoff for a roller coaster and be able to ride. The ice cream bars melted while they were walking to the ride and waiting in line, so by the time they reached the front of the queue he was still too short to ride.
