So to recap:

Courtney needed a Spanish flag in order to fulfill this order, yet she didn't include the flag in any way with the order (in other words, when Ray received the mugs from Courtney/her company, he did not also receive the flag)? No & FA, see above

Is there some characteristic of Ray (e.g. his nationality, what type of shop he has, etc.) that is important for why it must be a Spanish flag? Yes, a characteristic of Ray is relevant, but not the ones you've mentioned
or would she use a Spanish flag when fulfilling an order of mugs for anyone else as well? If not, would she for other orders use a different nationality of flag for the same purpose? or an object that isn't a flag at all? FA all
