Since this has been inactive for a long time and nobody's anywhere close....

This is based on a combination of a story at the University of Viginia student paper and another, professional paper. The Virginia paper had apparently used placeholder text eon image captions which referred to the subject as the "Director of Butt-Licking", and in at least one case neglected to change it on a photo of the University Provost, who subsequently sued. So in this puzzle, they decided to use standard "Dummy Text" instead of humurous dummy text, which subequently resulted in them running a photo of someone under the headline "DUMMY HEAD", as another paper really did but not the Virginia one. Sorry this didn't get more traction. Look for me new puzzle soon.
