Its aim is to prevent a repeat of a situation in 1993 during which a woman sang and danced in NYC, and it's safe to assume that if not for the law many more women and men would have repeated the act that caused the law to be made because of something about NYC
If the question was never asked at all, would it also be possible for women? Yes but there's another aspect besides just asking the question. However it's safe to assume that if a woman repeated what was done in 1993 the same question would be asked by many people.
Does the likelihood of women being able to sing and dance go down with each time the question is asked? In a sense, yes. If the question had only been asked once it is possible that someone else could have done what was initially done. But because of numerous people asking the question and doing something else it became necessary to outlaw the situation from happening again - good question.

**** SPOILER ****

In 1993, the singer Bjork recorded a music video while riding on the back of a flatbed truck through Manhattan in NYC. This caused traffic to be slowed down massively, as numerous people approached the truck and asked the driver if they could have a ride. At the time there was no law against doing such a thing, but one was created to avoid future traffic problems and reduce the risk of pedestrians being injured by running into the street to approach a vehicle.

NOTE: The "other thing" that Bjork is known for besides singing is doing somewhat unusual things, which possibly caused people to assume they could approach her while filming the video
