The British government publishes a document in Welsh, even though it does not apply to Wales, nor do the people about which it is written live there or have anything to do with Wales. Why?

Are the government legally required to publish the document in Welsh? do they publish versions in several languages, one of them being Welsh?
Is the document intended to be read by Welsh people? by others? Does the document contain information specifically for Welsh speakers? for people in Wales? for Welsh speakers abroad?
Is the document an instruction of some sorts? a school/university text book? A collection of Welsh literature? poems? songs? Welsh laws?

Is it published regularly so that any changes or updates are kept current? Date/s relevant? It is published in an ongoing manner, but each individual issue applies to specific dates and people. The date is mildly relevant.
Other royal, or significant, person/s? Mildly significant, at least to the extent it was considered necessary to publish in a different language. Family tree, births, deaths, marriages in royal families? No to all. Royalty irrelevant.

Do the people who benefit actually know that they benefit? Does the benefit exist already, the document is just to confirm it?

Is the document published in Welsh just because it has been published in Welsh all the time?
Is the document published in Wales? or on behalf of the Prince of Wales?
Does the document have a historical link to Wales? (like it refers to something that used to belong to Wales or Welsh people in the past, but not any more in our times?)

No. Do they have a set time to achieve this? No. Would this be used when non-English or non-British nationals want to settle in Wales, which might still consider them? The settlement of a foreigner is relevant, but he does not intend to live in Wales. Does the document provide them with the required info? No.

In a specific language besides Welsh? [List of languages] please? If Welsh hadn't been used, then most likely a different Gaelic language - Scots, Irish, Cornish ... Relevant? Not really. The key is to find out why they didn't just publish the document in the usual publication and language (which was English, btw).

As you did not mention Manx in the list of languages: would it not work if the document was in Manx? or published on the Isle of Man?

Is a document of this kind published in every case when a foreigner wants to obtain UK citizenship? Yes. Usually in English Yes. but in a few exceptional cases in Welsh? Just one case, to my knowledge. Is it a proclamation or banns? Something like that.
As you did not mention Manx in the list of languages: would it not work if the document was in Manx? or published on the Isle of Man? There is a slight possibility that publishing in Manx would have been detrimental.

Is the publication something like an official government gazette? The document is published in the gazette, yes. like the London Gazette? I believe so.
Is there a specific edition of this publication in Welsh? No. or did it only in this one special case contain one document in Welsh? The document was not, though normally it would be, published in the Gazette, but in a Welsh publication which need not be specifically determined.

This occurred in the late 1930s, when a German diplomat wished to defect to Britain. Because it was required by law to publish the names of those who applied for British citizenship, the British government quietly published instead in the Welsh language, in a Welsh paper that German security services would be unlikely to read.
