In response to what my friend Gemma (H/A/F) told me, I half-jokingly said "Well, shouldn't he get 25 % off then?". What did Gemma tell me?

Based on what could have been a true story if I had actually thought of this reply in the moment :D

Is "he" a relative/friend/co-worker of Gemma? a person you both know?
"25% off" as in having to pay 25% less? getting 25% of something for free?
Did he buy some item? a service? a ticket? did he rent something?

Is "he" a relative/friend/co-worker of Gemma? Noish/no/no a person you both know? Gemma knows him, I don't
"25% off" as in having to pay 25% less? This getting 25% of something for free?
Did he buy some item? a service? A service is relevant, but he didn't buy it a ticket? did he rent something?

"implied" is closest; by a H/A/M (not the "he" referenced in the puzzle statement) to a to-be-discovered entity Was it measured in time, quantity, other? Time Did the transaction take place? Not at the time of the puzzle statement, but it will take place in the future

A service? An object? A substance? Something that the transaction in question is paying for? Taxes relevant? Taxis? Animals involved at all? Will "he" only be able to use 3/4 of "it"?

Not sure I understand the question correctly. The reason why I think he should get 25 % off is related to another child at the daycare. The 25 % off themselves aren't related to any of these things in particular.

Irrel, but the child is a girl in the real-life situation this puzzle is based on Actions? Feelings? No to these Is Bernie friendly towards this child? This Antagonistic? Neutral? Indifferent? Does George pay anything for the daycare of the half sibling? Assume George and Gemma split the costs for her daycare. It's not relevant who pays, just that someone does. Can we call her Annie? Sure Is Annie's mom relevant to the puzzle? Annie is Gemma's daughter, so yes insofar as she told me the story Bernie's mom? No

My friend Gemma and her ex George share a five-year-old daughter, Annie, who goes to a local daycare (and who prenatally starred in another puzzle of mine). George and his fiancée are planning to send their son Bernie to the same daycare. Typically, the daycare offers a 50 % discount for younger siblings, but they tried to argue that Annie and Bernie aren't really siblings and want to charge George full price. So I suggested that they should get half a discount for the half-sibling.
