Yes I mean to differentiate this from the case where, for example, Person A turns off light #1 and turns on light #2, the latter of which remains on until Person B leaves, who then turns light #2 off and turns light #1 back on again.
If it's the case of the same light or group of lights being switched four times, is the sequence ON--OFF--30 seconds--ON-OFF, in other words does one on-off cycle occur as each person leaves, with the break in between them? Or is it rather ON--30 seconds--OFF--ON--OFF?
This or ON--OFF--ON--30 seconds--OFF? Are lights with more than one switch relevant, such that they can be turned on while standing in one location and then off while standing somewhere else some distance away (or vice versa)?
